Forecasters in the Philippines issued warnings that Typhoon Skip was barreling toward the country with 108-m.p.h. winds. The warnings were posted for Manila as the weather service raised the highest storm signal over three provinces and said waters along the central Philippines coast would be dangerous for all craft. Residents of low-lying areas were advised to leave. The country is still reeling from the effects of Typhoon Ruby, which struck Oct. 24, and from floods triggered during the weekend by Tropical Storm Tess.
