BREA : Noisy Parties to Put Hosts in Jeopardy

The City Council voted unanimously this week to bill party hosts if police are forced to go to their gatherings more than once to keep the peace.

Police Chief Don Forkus said the legislation is designed to control an increasing problem with loud parties.

“Over the years we’ve experienced an increase in party activity,” Forkus said. “Now we can go out and tell (party givers) that the party is out of hand and you have to quiet it down or shut it down and now we have something to give strength to that warning.”

Brea is the latest in a series of Orange County communities to enact such an ordinance. Other cities with such a law include Buena Park and Anaheim, Forkus said.

The Police Department will bill offending hosts for the manpower and costs involved in a second visit to the site. Forkus said the sums could vary from $100 to $700.

“It depends on the magnitude of the event. It is not a fine or a penalty, just a reimbursement for services rendered,” Forkus said.

The legislation still requires a second vote before passing into law.
