CALABASAS : Water District Board Appoints Colbaugh

An interim general manager has been appointed by the Las Virgenes Municipal Water District Board.

James E. Colbaugh, 47, former head of the planning and engineering department, was named to the post March 3 after the board decided not to renew the contract of former General Manager Charles McClain. The board is seeking a new general manager.

“The board feels it is setting a new course for the district and believes a different leadership style will benefit Las Virgenes,” spokeswoman Bobbe Wymer said.

Colbaugh was not available for comment Friday.

A 17-year employee of the district, Colbaugh has also served as manager of water reclamation facilities and director of water and sanitation operations. A registered civil engineer, Colbaugh received a master’s degree in environmental engineering from Loyola Marymount University and a bachelor’s degree in civil engineering from Pennsylvania State University. He is an adjunct professor at College of the Canyons in Valencia, where he teaches classes in water treatment and operations.

Colbaugh has helped the Conejo Future Foundation develop its water plan and serves as the chairman of the national Water Reuse Committee of the Water Environment Federation.

Colbaugh lives in Westlake Village with his wife, Andrea.
