SETTING LIMITS: President Clinton’s sending of troops to Haiti without Congress’ permission has U.S. Rep. Christopher Cox (R-Newport Beach) concerned. . . . With that in mind, Cox is pushing a resolution calling for House debate and a vote on “the scope of” the occupation, to make clear precisely what the troops will do and how long they will do it. . . . “We owe it to our soldiers to debate and vote on the policy that is putting their lives on the line in Haiti,” says Cox.

MUTUAL INTEREST: County Supervisor Harriett M. Wieder had a ready response for the consul general of the Philippines, who addressed the board of supervisors this week. Emmanuel C. Fernandez spoke enthusiastically about the improving economic climate in his country, which, he said, makes the Philippines a good place for foreign investment. . . . “As your people have more money,” Wieder replied with a smile, “they can buy more of our products.” Fernandez smiled back.

A CUT ABOVE: The eye-catching water tower house in Sunset Beach has been voted the most unusual home for sale in America by the National Assn. of Realtors. . . . Rising 87 feet, the landmark water tower-turned-luxury home beat out such competition as a ranch with an operating pet cemetery in Florida and a home shaped like a flying saucer in Chattanooga, Tenn. The tower, on Pacific Coast Highway at Anderson Street, has been on the market on and off for five years. Current asking price: $1.5 million.

POINT OF VIEW: Teen-agers sometimes get a bad rap from adults, but what’s the word from the even-younger set? . . . When Orange County kids as young as 3 were asked to describe teen-agers and what they’re like, the responses were decidedly mixed. (OC High, E3) For some, there’s no thrill yet in the prospect of turning 13. Says third-grader Brittany Mann, 8, of DePortola Elementary in Mission Viejo: “I don’t want to be a teen-ager. I don’t want to grow up. I want to stay a kid.”
