Outfielder Vince Coleman agreed to a minor league contract with the Kansas City Royals that will pay him $250,000 if he makes the club. Coleman, 33, hit .240 for the Royals last season and stole 50 bases in 58 attempts. He made $3 million. . . . Swayed by Mayor Tom Murphy’s inducement of an additional $7 million to $8 million in city-backed funding, the Pittsburgh Pirates’ owners made a startling about-face and will try to sell the team to John Rigas by early May. The 10 owners had balked at selling to Rigas for three months.
