* Reginald R. McDowell has been named general manager of the 444-room Sheraton Universal Hotel in Universal City, ITT Sheraton Corp. announced.

McDowell was general manager of a 279-room Sheraton hotel in Atlanta, and has also worked at Sheraton locations in Chicago, New York, Washington and San Diego. He earned a bachelor’s degree in hotel administration at the University of Massachusetts.

McDowell replaces David Cocks, who recently transferred to the Sheraton Centre Hotel in Toronto.

* Ellen S. Kane was named president of the San Fernando Valley chapter of the American Production and Inventory Control Society (APICS). Kane is a principal in the management consulting firm of Ellen Kane & Associates.

She will replace outgoing president Jeff Ketelhut.

APICS is an educational organization serving the manufacturing and materials industries.

* Stuart Johnson has been named director of strategic planning and business development at the Hydro-Aire division of Crane Co., a Burbank manufacturer of engineered brake systems and control components for the aerospace industry. Johnson, who has been with the company since 1968, most recently served as director of special projects.

* William S. Casale was named vice president and director of leasing at La Cagnina/Riley Associates, an Encino property-management firm. Previously, Casale was owner of Tri Net Commercial Properties. He also served as real-estate counsel for the Thrifty Corp. and counsel for the California Assn. of Realtors.

* Spatializer Audio Laboratories, a Woodland Hills maker of advanced audio enhancement technology, has named veteran entertainment business manager Gilbert Segel to its board of directors. In addition to representing film and music industry figures, Segel, of Santa Monica, has served as a director of Bel Air Savings and Loan.

* Mary Kaiser, formerly executive vice president at Ventura-based Bank of A. Levy, has joined TransWorld Bank to help direct the Sherman Oaks-based institution’s expansion into the Ventura County market, the company said.

TransWorld opened a branch office in Thousand Oaks in 1993, and is scheduled to open an office in Camarillo on June 1. Bank of A. Levy, a 112-year-old Ventura County institution, was sold to First Interstate Bancorp earlier this year.

“We see the [Ventura County] market as growing,” said John Marquis, a spokesman for TransWorld Bank. “We felt we could reach out and get additional customers, and having the Bank of A. Levy go out of the market helps.”

TransWorld has 11 offices in Los Angeles and Ventura counties.

* Scott Howard Siegel has been named general counsel and secretary of Lockheed Martin Finance Corp., a Burbank-based company which provides financing assistance and other support for the global sales efforts of Lockheed Martin Corp., an advanced technology company.

Siegel will be responsible for the company’s legal and loan administration functions.

He has most recently been a first vice president and associate general counsel with California Federal Bank.

* Patrick Crowley has been promoted to senior vice president of physical production at New Regency Productions Inc., the Burbank-based independent film production company said.

Crowley is responsible for all physical production at New Regency, including budgeting and feature production management. Crowley received a bachelor’s degree in political science at UC Berkeley and a master’s degree in communication at Stanford University.
