PacTel Names Dorman to New Post: Complying with new federal regulations, San Francisco-based Pacific Telesis Group named Dave Dorman chairman and director of its Pacific Bell unit, which serves local markets. Pacific Telesis will retain Phil Quigley as chairman and chief executive and Betsy Bernard as president of its long-distance subsidiary, Pacific Bell Communications. New telecommunications law mandates that Bell companies operate separate subsidiaries with separate employees and officers for local and long-distance operations. The law will open the local monopoly Bell phone markets to competition and allow Bell companies into the long-distance business--through a separate subsidiary--after they face competition for local customers.
