Rising Enrollment: It’s not surprising that Los Angeles school officials announced plans to reopen two shuttered West Valley campuses. Newcastle Avenue and Haynes Street elementary schools are needed, officials say, to handle rising enrollments. The Valley comprised 30% of the district’s 667,624 students last year, but accounted for 42% of the district’s 18,570 new students.
