Council Will Study Plans for Resort

The long-debated redevelopment of Treasure Island, a former mobile home park in the southern end of the city, will top all issues facing the City Council this year, officials said.

In February, the council could begin reviewing plans to turn the 30-acre oceanfront parcel into a high-end resort with a hotel, villas and single-family homes. The developers are Merrill Lynch, Hubbard Income Realty VI and Richard Hall, a businessman from Costa Mesa.

City officials are pushing for changes to include fewer homes and a larger hotel, which would generate more tax money.

Because 1998 is an election year, any issue can become controversial, city officials said. But the scope of the Treasure Island project is likely to dominate public debate.
