English Instruction Policy Before Trustees
School trustees tonight will consider adopting a policy that details English instruction as defined by Proposition 227.
The policy mandates that classes be taught “overwhelmingly in English,” or 80% English and 20% in a student’s primary language. It also allows waivers for parents who, after 30 days, want to keep their children in bilingual education programs.
If the policy is approved, all students with limited English proficiency will go into “sheltered immersion” or English mainstream programs.
Sheltered immersion is designed for students who are in the process of acquiring the English language, according to the policy. The mainstream program is designed to add formal English language arts instruction for students who have demonstrated reasonable literacy and oral proficiency in English.
Meeting earlier this month, all trustees except one expressed support for the policy. Trustee Kim Guth said she opposes the proposal’s percentages that define “overwhelmingly in English,” saying the 80% English figure is too low.
The meeting will be held in the boardroom at the district offices, 1401 W. Valencia Drive.
