Local voters will probably be making a special trip to the polls next year.

The four-member City Council, expected to deadlock often until a fifth member is found, was unable on Tuesday to decide upon a way to fill the seat left vacant by Gene Wisner, who stepped down this month for health reasons. The council’s Oct. 5 meeting will be the last chance to make an appointment. Otherwise, a special election must be called to fill the post.

Council members on Tuesday discussed the application and interview process for selecting a new member, but did not come to any agreement other than the fact that a special election seemed likely.
