Sex Charges Against School Official Stand

A Ventura County school board member accused of molesting two children more than 30 years ago has lost a court fight to dismiss the charges. Albert Rosen, 74, of Simi Valley, is charged with four counts of lewd conduct with a child for allegedly forcing sexual contact with a 9-year-old boy and a 6-year-old girl between 1966 and 1970.

Rosen’s lawyer, Robert Sandbach, contends the case is too old and should be thrown out.

Last month, Sandbach filed court papers challenging the constitutionality of a state law that allows charges in certain sex crimes to be filed after the statute of limitations has expired.

But Ventura County Superior Court Judge Ken Riley rejected that argument this week, saying higher courts have upheld the 1994 law. Sandbach said he may appeal the ruling.
