North Korea said it was confused by U.S. policy toward the reclusive communist state, but it did not rule out returning to six-nation negotiations over its nuclear program.

In a statement, a Foreign Ministry spokesman confirmed a May 13 meeting between U.S. representatives and North Korean officials in New York. But it said differences between Washington’s public and private statements only confuse the U.S. position as the communist state is “cautiously considering” the American position. It said it would “closely watch the U.S. side’s attitude.”
