LANDOVER, Md. -- In a game filled with penalties and mistakes, the Washington Redskins beat the Arizona Cardinals, 21-19, despite finishing with only 160 yards.

The Redskins (4-2) survived a 55-yard field-goal try by Neil Rackers that was barely wide left with two seconds remaining.

Three of the six touchdowns between the teams were the product of interceptions.

The Cardinals (3-4) used three quarterbacks in the waning seconds. Kurt Warner, who started despite a torn elbow ligament, drove the Cardinals from Arizona’s 29 to Washington’s one. Then Tim Rattay entered the game and threw a one-yard touchdown pass to Leonard Pope to pull Arizona within two points with 21 seconds to play.

Needing a two-point conversion, the Cardinals snapped the ball to receiver Anquan Boldin in shotgun formation. Boldin scrambled to the right, and with nowhere to run, threw feebly toward Larry Fitzgerald. Safety LaRon Landry broke up the pass.
