After decades of delays, one phase of a large-scale redevelopment project in North Hollywood is scheduled to be completed today, with more construction slated to begin next year.

The $100-million, 292-unit loft apartment project by Los Angeles developer J.H. Snyder Co. is the first segment to be completed of NoHo Commons, part of a “transit village” rising at the terminus of the Metro Red Line subway and the Orange Line busway.

Soon to follow in the neighborhood are hundreds of other apartments, condos, stores and other developments, including a high school, said City Councilman Tom LaBonge, whose district includes the project.

The development, proposed by the Community Redevelopment Agency in the early 1980s, is finally “transforming” after completion of the transportation links and the heating up of the housing market, LaBonge said.

Snyder will complete another phase of the project in March, a $30-million retail center anchored by a Hows Market.

The company plans to break ground in the summer on its final phase, a $100-million complex with a seven-screen Laemmle Theater, a five-story, 100,000-square-foot office building and a 150-unit residential complex, said Clifford Goldstein, a senior partner at J.H. Snyder. It should be completed by fall 2009.

Other projects nearby include NoHo Tower, a 15-story apartment building with 191 units at Lankershim Boulevard and Cumpston Street that is nearly complete, and the historic North Hollywood train depot at Lankershim and Chandler boulevards, which is to be restored to its 1920s condition.
