How did Americans wind up being the international low-hanging fruit for credit card information thieves? The Times ably explains this situation in this article.

However, in the aftermath of Target’s massive data breach, I’m left wondering how a country that is such a leader in technological research can fall down so badly in implementing off-the-shelf preventive measures.
