With William Donald Schaefer as mayor of Baltimore from 1971 until 1987, those of us in the local press were used to same-day service. That is, Schaefer read the local newspapers each day and, if he spotted something that appeared to warrant the city's attention, from grime to crime to a business about to relocate, he'd get on it right away. Had Schaefer read last Thursday's column about the young man ready to move his wife and three children out of Northwest Baltimore to get away from the drug-dealing nonsense in his neighborhood, the mayor would have called me within 24 hours.
