Assembly Floor Action:

Tax Loopholes: Approved and sent to the Senate by a 43-29 vote a resolution (ACR 17) by Assemblyman Tom Bates (D-Oakland) asking the legislative analyst to review tax loopholes and report back to the lawmakers for possible action by Dec. 31, 1986. Bates estimated that there are $13 billion worth of such loopholes.

Amtrak: Approved and sent to the Senate by a 47-21 vote a resolution (AJR 17) by Assemblyman Jim Costa (D-Fresno) urging President Reagan and Congress to continue financing Amtrak.

Committee Action:

Teacher Strikes: The Assembly Public Employees and Retirement Committee defeated a bill (AB 2516) by Assemblyman Tom McClintock (R-Thousand Oaks) to prohibit labor strikes by kindergarten through 12th grade schoolteachers. The vote was 2-4.

Senate Floor Action:

Firearm Safety: Approved and sent to the Assembly on a 22-6 vote a bill (SB 1130) by Sen. H. L. Richardson (R-Glendora) to allow high schools to offer firearm safety courses. Opponents argued that the bill is unnecessary because the schools already have this authority.

Diesel Smog Tests: Approved and sent to the Assembly on a 24-3 vote a bill (SB 152) by Sen. Robert Presley (D-Riverside) to require diesel trucks and automobiles to pass exhaust smog control tests as soon as the technology is available.

Committee Action:

Anti-Smoking Advertising: The Senate Health Committee approved a bill (SB 1163) by Sen. Gary K. Hart (D-Santa Barbara) to increase the state cigarette tax up to 8 1/2 cents a package to raise money to pay for an advertising campaign to encourage teen-agers to refrain from smoking. A 5-0 vote sent the bill to the Appropriations Committee.

Resolution Introduced:

World War II Japanese Internees: SJR 24 by Sen. Ralph C. Dills (D-Gardena) urges the Congress to pass a civil liberties act that includes a $1.5-billion trust fund to cover redress payments to 60,000 Japanese-Americans who were sent to World War II internment camps.

Miscellany One Way To Get Your Picture In The Paper: Sen. Herschel Rosenthal (D-Los Angeles) kissed his frog, Hershy, after it won the legislative frog jumping contests with a leap of seven feet, seven inches. Rosenthal said news photographers told him to kiss the frog and “something wonderful” might happen. So he did it. “It (the frog) didn’t turn into a beautiful woman or anything, but I didn’t get warts either,” Rosenthal quipped. The lawmakers’ frog jump pub licized the Calaveras County frog jumping contest made famous by a Mark Twain story. The event will be held May 16 to 19 this year.
