A San Diego man turned himself in to sheriff’s deputies Friday morning, two hours after he allegedly struck and killed a 44-year-old man who was jogging along the shoulder of Twin Peaks Road.

Christopher Andrew Hooten, 18, told police he was the driver of the vehicle that struck and killed Lt. Cmdr. Richard M. Larson of Poway, said Deputy Kenny Prew. Larson was struck from behind with such force that he was hurled Larson over a street sign.

According to the sheriff’s report, Hooten failed to stop after striking Larson and continued driving west along Twin Peaks. Larson was pronounced dead at the scene.

Hooten, who was arrested on suspicion of vehicular manslaughter and hit and run driving, was being held at the San Diego County Jail.
