Dead Youth Identified: Authorities have identified a youth killed in a traffic accident Wednesday as Steven Tellez, 16, of Garden Grove. Police said Tellez was struck and killed by a car after he and a passenger on his motorcycle were thrown into the street when the motorcycle earlier collided with a truck on Ward Street in Garden Grove. The driver of the car, Luis Carrasco, 28, of Garden Grove, was arrested on suspicion of vehicular manslaughter, police said.
