RATINGS: U.S. News & World Report is out with its annual report on “America’s Best Colleges,” but you won’t find any Orange County schools in the top 25. . . . In the “Best of the Rest” list of 179 national universities, however, UC Irvine ranks in the top 25% with UC San Diego and UC Davis. . . . UCI folks say it’s just a matter of time before they break into the big leagues. “We’re 25 years old, and in 25 years, we’ve done a remarkable job,” said UCI Executive Vice Chancellor Dennis Smith.
