TOUGHER SMOKE: The tobacco specialist for the county Health Care Agency, Phil Falcetti, says he’s heartened to see more city anti-smoking laws here. He’s especially pleased with Laguna Beach’s decision this week to ban cigarette vending machines (B3) . . . . “Ninety percent of smokers start before age 19, and the easiest access for young people is the unsupervised vending machine,” says Falcetti, noting that groups in Dana Point, Newport Beach and Seal Beach are pushing for similar laws.

Twenty-two of Orange County’s 31 cities have some kind of smoking ordinance. The number of cities that have the following restrictions: No smoking in public buildings: 17 Limited restaurant smoking: 17 No smoking in public restrooms: 12 No smoking in retail stores: 8 Limited work-place smoking: 7
