WellPoint Health Networks Inc., the big Woodland Hills-based operator of health care plans, said that Samuel L. Westover has resigned as chief financial officer to become president and chief executive officer of SysteMed Inc., a Laguna Hills firm that manages prescription drug benefit systems for companies.

Westover, 37, was also treasurer and senior vice president at WellPoint, a for-profit subsidiary of nonprofit Blue Cross of California. Westover had been chief financial officer at Blue Cross since May, 1990, before Blue Cross spun off WellPoint early this year.

WellPoint, which has 2.2 million members in its preferred provider organization and health maintenance organization, said it appointed Yon Y. Jorden as acting chief financial officer. Jorden is vice president and controller at WellPoint and has been with the Blue Cross organization since October, 1990.

* Advanced Photonix Inc. named Patrick J. Holmes chief financial officer. The Camarillo company makes light-sensing devices and other electronics. Holmes was formerly controller of H. R. Textron Inc. in Valencia, a unit of Providence, R.I.-based aerospace concern Textron Inc. He succeeds Dena Coelho, who resigned earlier this month.

* American West Bank of Encino named John J. Feldman president, chief executive and a member of its board of directors. He succeeds Robert Kagy, who resigned in January. Feldman was previously president and chief executive of SafraBank in Encino.
