A summary of selected City Hall actions this week affecting central Los Angeles. : CITY COUNCIL

* STREET PROJECT: Approved the transfer of $455,000 of Proposition A transit funds to a project that is designed to ease congestion on streets affected by construction of the Harbor Freeway’s elevated transit-way. The project calls for widening Figueroa Street from 33rd Street to 21st Street, a lane-striping change on Figueroa from 37th Place to Venice Boulevard to favor northbound traffic and conversion of Flower Street to one-way southbound from Washington Boulevard to 37th Street. This work is expected to be completed in six to eight months. Construction of the elevated transit-way, which will run from the Santa Monica (10) Freeway to the Artesia (91) Freeway, is expected to be completed by mid-1996.

* PROBLEM BUILDINGS: Accepted several properties into the city’s Rent Escrow Account Program, which is designed to encourage landlords to repair and maintain their buildings. Once a building is placed into the program, tenants place their rents into a city account; the city keeps $50 of every rent payment and the remaining money is turned over to the landlords only after repairs are made. Properties added to the program: 322 Edgeware Road; 2111 Cimarron St.; 1029 E. 45th St.; 902-906 1/2 E. 41st Place and 840 W. Imperial Highway. Passed 15-0. Voting yes: Richard Alatorre, Jackie Goldberg, Mike Hernandez, Nate Holden, Mark Ridley-Thomas, Rudy Svorinich Jr., Rita Walters.

* REWARD OFFERED: Approved a $25,000 reward for information leading to the arrest and conviction of the person responsible for the death of 77-year-old Edna Louise Kemper, who was killed last Monday when a black Camaro jumped the curb at 70th Street and Broadway and struck her.

* MISSION MEAL: Approved the closure of Winston Street between Wall and San Pedro streets on Wednesday from 5 a.m. to 5 p.m. for the serving of a Thanksgiving dinner provided by the Los Angeles Mission to homeless people in Skid Row.

How South-Central and Eastside City Council representatives voted on selected issues.

* CLUB HOURS: Overturned a decision by the Board of Zoning Appeals that would have allowed a 259-seat restaurant and club to stay open until 2 a.m. seven days a week. The club, which will be located at 1925 W. Olympic Blvd., will be allowed to stay open until 1 a.m. on weekends and midnight on weeknights. Councilman Mike Hernandez, who represents the district, said many residents had complained that the later hours would attract more criminal activity to an already crime-plagued area. Passed 12-1. Voting yes: Goldberg, Hernandez, Ridley-Thomas, Svorinich, Walters. Voting no: Holden. Absent: Alatorre.
