Countywide : Luncheon Debate Will Focus on Measure T

Retired Judge Bruce W. Sumner, who is chairman of the Orange County Charter Commission, and Orange County Treasurer John M.W. Moorlach will debate Measure T on Friday at a Orange County Coast Assn. luncheon meeting.

Sumner helped write the proposal, which is on the March 26 ballot, and Moorlach stands opposed.

Measure T is the proposed county charter plan designed to reform county government in the wake of the Dec. 6, 1994, bankruptcy filing. It would limit supervisors to two four-year terms, establish a strong chief executive officer to run daily county operations and convert several elected county posts, such as treasurer, into appointed offices.

Supporters of the charter say it would repair some of the structural flaws in county government exposed during the bankruptcy. Opponents argue that the charter revision would place too much power in the hands of bureaucrats and would weaken the power of elected officials.

The association, which was formed in 1913, monitors the development of the Orange County coast, economically and culturally. Membership is open to community, business and residents of coastal cities from Seal Beach to San Clemente. The luncheon, which takes place at the Newport Harbor Nautical Museum, costs $20. The museum is at 151 E. Coast Highway, Newport Beach.
