Doctor Working From Mobile Unit Ordered to Leave Lot

A doctor who set up business in a mobile medical unit on a parking lot near Beverly Hills was ordered by city officials Tuesday to immediately leave the property.

The city’s Building and Safety Commission denied an appeal by Dr. Ronald S. Grusd for more time to remove the trailer where he operates a magnetic resonance imaging unit. City law prohibits the parking of a mobile medical unit beyond 72 hours, and the lot is not zoned for business.

He also does not have a lease with the parking lot’s property managers.

Grusd’s operation in the 400 block of San Vicente Boulevard had sparked complaints by neighbors since his arrival on Oct. 1. Neighbors said the 24-hour operation of the trailer’s generator was too noisy, especially at night, and residents worried about the health effects of the magnetic unit. One property owner said a tenant moved out because of the noise.

“[Grusd] put everyone under a great deal of stress,” said Diana Plotkin, who testified before the commission and is president of the Beverly Wilshire Homes Assn.

Calls to Grusd, a Beverly Hills radiologist, and his lawyer were not returned.

Jim Fuller, a property manager with Jalmar Property, which supervises the parking lot and adjacent medical building, said Grusd had no lease for the site. Fuller said the trailer takes up 25 of the parking lot’s 40 spaces designated for the medical building.
