The City Council has agreed to hold off on a $45,000 contract with an architect to design a neighborhood center on Santa Paula Street until the city’s staff has met with members of the center’s board of directors. Board member Alicita Lewis complained the city was initiating decisions without consulting the board. She said the board has considered fund-raising to add to a $300,000 grant so a larger facility can be constructed.
