A Los Angeles real estate developer was indicted in Flagstaff, Ariz., on a second-degree murder charge in the death of a passenger when a speedboat he was piloting struck a rock wall on Lake Powell last Sept. 7. The Coconino County Grand Jury also charged Robert J. Franks, 53, with one count of endangerment and two counts of operating a boat while intoxicated. The victim was LaNelle Robson, 50, who was caught beneath the capsized wreckage and drowned. Her husband, Edward Robson, also a developer, was thrown clear with Franks.
