San Francisco Mayor Dianne Feinstein recommended that convicted inmates at the County Jail undergo mandatory AIDS testing, a proposal that would require a change in state law. “High-risk sexual activity often takes place in jail environments, where it is difficult to control and victims are often unable to resist,” the mayor said in a letter to the city Health Commission. She also said the city should consider instituting mandatory AIDS-education programs for marriage license applicants, jail inmates, some surgical patients and people in high-risk groups who use family planning and abortion clinics and drug treatment centers. “Obviously her motivation here is political,” said Jim Lansdowne of the Harvey Milk Lesbian and Gay Democratic Club, accusing Feinstein of taking the position to make herself more appealing to conservative voters if she runs for governor in 1989.
