Education Meets the Budget Ax : Spending: Teaching positions are cut in two districts, with other sacrifices elsewhere. San Marino and Arcadia schools survive intact.

Two of the six San Gabriel Valley school districts that adopted budgets this week cut teaching positions to save money.

* In Temple City, the board of education adopted a $19-million budget that cuts 11 teaching positions.

The elimination of five elementary teachers, five high school teachers and one middle school teacher helped the district cut $1 million from the general fund.

District officials acknowledged the student-to-teacher ratio will increase by one student next year. The teacher-student ratio now varies from 32 to 1 to 35 to 1.

* In Monrovia, the school board approved an $18.2-million budget that includes 6.5 fewer teaching positions and increases the average class size from 30 to 33 students. The board pared $447,000 from its budget for 1993-94.

* In Pasadena, board members tentatively approved a $75-million budget. The budget will be revised when the school district knows how much money it will receive from the state.

The school district made $430,000 in cutbacks, including $34,000 for a public relations consultant. The district also cut $27,000 from a job-training program and $24,500 from its Comprehensive Math and Science Program.

* In San Marino, schools suffered no cuts. The Board of Education approved an $11.7-million budget that used $76,000 from reserves to balance the budget. The school district will still maintain the 3% of reserves required by state law.

* In Arcadia, school board members also passed a budget without cuts. Officials said a $1.3-million cut last year helped them avoid a revenue shortfall in the $33-million budget for 1993-94.

* Trustees for the Bonita Unified School District, which includes San Dimas and La Verne, passed a $42.9-million budget but were forced to reduce money for classroom supplies by 25% to $1.6 million.
