** Billy Gilman, “Dare to Dream,” Epic. Gilman’s second album moves him further into Jackson 5-era Michael Jackson territory, with several R&B-inflected; pop confections that suit his prepubescent voice and bubbly personality just fine. The wisdom-of-the-ages ballads his team of producers have him sing can’t help but come off as tear-jerkers instead of emotionally resonant for anyone with more than Gilman’s 12 years under their belt.
