Accused O.C. serial killers set to be arraigned in deaths of 4 women

Two Orange County men accused of killing four women are scheduled to be arraigned Monday in Santa Ana.

Steven Dean Gordon, 45, and Franc Cano, 27, both registered sex offenders, are accused of raping and killing Kianna Jackson, Monique Vargas, Martha Anaya and Jarrae Estepp during a 5½-month period starting in the fall.

The men, who lived on the streets, were arrested in April in Anaheim, not far from where Estepp’s body had been found weeks earlier on a conveyor belt of a trash-sorting facility.

The case has caused outrage among the families of the victims and led to questions from lawmakers because both men were being tracked by GPS at the time of the slayings.

The men were on federal probation at the time and on state parole during two of the killings.

Cano remained on state parole, but Gordon was released from it shortly before the third killing occurred and was put on federal GPS monitoring on Nov. 12, 2013, the same day prosecutors believe Anaya was raped and killed, according to court records.

They were placed on federal probation after they cut their GPS monitors and fled together in 2012 to Las Vegas.

Last week, state parole officials said they had launched an internal inquiry into how closely state agents supervised the two men.

The case also spurred state Senate leader Darrell Steinberg (D-Sacramento) to seek an investigation into California’s use of electronic monitoring and the impact of residency restrictions on sex offenders.
