A three-judge Monterey Superior Court appellate panel unanimously upheld California’s 55-m.p.h. speed limit as constitutional, overturning a Municipal Court judge’s conclusion that the federal government coerced the Legislature into enacting it. The lower court judge, William Burleigh, had dismissed a speeding charge against Pamela Williams, 37, of Carmel Valley, on the grounds that California adopted the speed limit under a congressional threat to withhold highway funds.
