Council Duties

I read Councilman Marvin Braude’s article on charter reform (Commentary, Sept. 13) with amazement. I agree that a major overhaul of the city’s governance is in order. But I’m astonished that, after 32 years in public office, Braude wants to make the bureaucracy responsive by creating a new bureaucracy called the Department of Citizen Services and Complaints.

I always thought that was what City Council members were supposed to do.
