Dispute delays North Korea talks

South Korea opened meetings in Pyongyang, the North Korean capital, on possible aid despite the North’s failure to make progress on an agreement to dismantle its nuclear programs.
But after a banquet, the formal start of talks was delayed by a procedural dispute. North Korea pledged in February to take steps to dismantle its nuclear weapons programs.
