Former President Carter and Bolivia’s leftist president, Evo Morales, said they hoped their countries were on the road to repairing strained ties.
After meeting in the Bolivian capital, La Paz, Carter told Morales he did not doubt President Obama’s stated intention that he wants to improve ties. The Bolivian leader responded that he has “great interest in bettering relations with the new U.S. government.”
Washington and La Paz have been without top-level representation in each other’s capitals since September, when Morales accused the U.S. ambassador of inciting the opposition and kicked him out. The government of former President George W. Bush responded in kind.
