Paraguay is balking at a U.S. government request that it destroy a cache of chemicals, used to convert cocoa leaves into cocaine, that is known to have been in the possession of that country’s authorities since last Sept. 22, the State Department announced. Spokesman Alan Romberg said the 49,000-ton shipment of ether, acetone and hydrochloric acid was seized by Paraguayan customs officials, who said the chemicals were not authorized for import.
