Cuban President Fidel Castro complained to the International Olympic Committee about the decision of regional officials to hold the 1987 Pan American Games in Indianapolis.

The Games were originally scheduled for Ecuador, but that South American nation surrendered its rights because of financial problems. Castro said Cuba had offered to be host of the games but was ignored by the Pan American committee, headed by Mario Vasquez Rana of Cuba.
