A moratorium on high-density condominium development in North Redondo Beach was extended until July 1 by the City Council this week.

Mayor Barbara Doerr broke a 2-2 council tie--as she had when the moratorium extension was introduced last week--although several residents turned out to reiterate protests against the ordinance, which will restrict new development in most areas north of 190th Street to two units per lot.

Property owners complained that this was the third extension of the moratorium initially approved last June. But Doerr said the city Planning Commission--which requested an extension to complete its study on the subject--is entitled to the time necessary to complete its study.

The council also approved a measure that will prevent the acceptance of any building application permits during the one-week period between the expiration of the current moratorium on Feb. 28 and the beginning of the extension early next month.

Voting in favor of the extension were Marcia Martin and Ron Cawdrey. Voting against it were Archie Snow, who had proposed the original moratorium, and Jerry Goddard.
