Scottish planning officials have rejected an application by the Union Carbide Corp., to build a plant to mix toxic gases near Edinburgh. The rejection followed public demonstrations over fears of a gas leak similar to the one at the company’s plant in Bhopal, India, on Dec. 3, that killed more than 2,000 people. Company officials had sought to allay such fears, saying that no comparison could be made with the Bhopal plant because of the tiny amount of chemicals that would be used at the proposed plant.
