Seventy-nine communities in the Brittany area of France have completed detailed financial claims for a $3-billion suit against Standard Oil of Indiana arising from the 1978 oil spill from the tanker Amoco Cadiz, officials said.

French Sen. Alphonse Arzel, who presided over a Saturday meeting of the committee working on the claims, said a file was ready to be sent to U.S. District Court Judge Frank McGarr of Chicago.
