Kirk Breed, general manager of Cal Expo since 1979, resigned his $62,500-a-year job in a dispute with the State Fair board of directors. Breed will remain under a “personal services” contract to help coordinate the 1985 State Fair’s 18-day run this summer, officials said. Richard S. Stevens, the new chairman of the State Fair board has criticized Breed’s fiscal management and pushed for his removal. Board member Ralph Scurfield said the board wants to have “really tough” fiscal management over Cal Expo, but still use Breed’s promotional abilities. Breed was replaced as general manager by Joseph Barkett, the fair board’s legal counsel.
