Federal charges were filed against six people believed to have re-sold uncancelled postage stamps. Postal Inspector J. K. Jones said misdemeanor charges were filed against Stella Johnson, 40, and Paul N. Cook of San Pablo; William M. Dennis, 56, and Frank B. Young, 41, of Richmond; James Psara, 37, of Alameda and Ralph Foster, 43, of Albany. after several months of investigation. Jones said the six obtained trash bags filled with discarded Pacific Gas & Electric Co. bill-paying envelopes, combed through them for stamps the post office had failed to cancel, and sold them as new. The charges against the accused, Jones said, are each punishable by as much as a year in jail and $500 fine.
