Seaport Land Co., the developer and manager of Seaport Village, Tuesday received from San Diego Unified Port District commissioners exclusive rights to expand the popular shopping area and tourist attraction. The company estimates it will spend up to $50 million on the expansion, which it hopes to open in December, 1988--the same target date for opening of the convention center at Navy Field. Tuesday’s approval was only conceptual. Lease negotiations between the firm and the port for the nine-acre plot adjacent to Seaport Village will follow. Seaport Land Co. hopes to win approval from the port commissioners to locate restaurants and nightclubs in the building that now serves as San Diego Police Department headquarters and to close part of Harbor Drive to traffic.
