City Manager Kevin Murphy has asked the Alhambra City Council to create a new Leisure Services Department by merging the library with the Human Services Department, which provides recreation services. Murphy proposed that William Kinman, currently library director, head the merged department. William Vasquez would remain as director of human services, but report to Kinman. Murphy said the merger would raise costs by creating a new management position, but offsetting savings might be found in reviewing human services management positions that are now vacant. The council took Murphy’s proposal under study without taking action.
