The Nuclear Regulatory Commission ruled by a 3-2 vote that no new hearings are necessary before it decides whether to allow the restarting of the undamaged Unit 1 reactor at the Three Mile Island nuclear plant. A March, 1979, accident crippled its twin, Unit 2. The NRC decided that the record is complete with respect to safety and management-competence issues at the plant near Harrisburg, Pa.
