Garden Grove : Council Votes to Begin Talks on Annexing Unincorporated Land

The City Council has voted to begin negotiations with the county for the annexation of the city’s last unincorporated parcel, an 11.3-acre island at the southern city limits.

City Manager Delbert Powers and Mayor Jonathan Cannon said residents in the island reap city benefits, including police and fire service, without having to pay.

The council vote was 4 to 1. Councilman Bob Dinsen, who dissented, said a poll of the area’s residents should be taken first. “I can’t see forcing people to join the city,” he said.

The parcel, between 11th and 13th streets west of Brookhurst Street, contains several single-family houses and a few apartments. A rest home on one of the largest lots that may become a detoxification center could become a negotiating problem. Another potential problem is several dog kennels that do not conform to Garden Grove zoning.
