King Hussein of Jordan and President Hosni Mubarak of Egypt said that the United States must begin a dialogue with a joint Palestinian-Jordanian delegation if the Mideast is to move toward peace. The two conferred for 2 1/2 hours in Egypt’s Red Sea resort of Hurghada in an effort to reach a unified position for the Egyptian to carry to Washington for his meeting Tuesday with President Reagan.
