The problem with the basics in this country is that the students are given too much latitude. They end up getting a second-rate education.

What is needed is discipline. Students at the high-school level shouldn’t be given the opportunity to choose what to learn. That’s the educator’s job. Courses like math, literature and science should be taken every year. If the course is failed, then the student should take it over again.
