The Politburo, the Soviet Union’s ruling body, described alcoholism in the country as an “ugly phenomenon” and ordered new laws and other measures to intensify the battle against it. The Politburo talked about alcoholism in a general discussion of the main domestic policy themes under new Soviet leader Mikhail S. Gorbachev--discipline and economic modernization, the official news agency Tass said.
